The Fog Diver - Rebel District

This District is owned by the Rebel. The Rebel only acts against government so normal civilian is free to roam this district. It’s almost like a public space here, they have : Food stall, herb shop, junk dealer, weapon maker, garage, clothes market and The Rebel HQ. This place might look too open for an HQ, but if you look around, there are guards everywhere.
